Abstract EN

This article is considered an attempt to monitor the impact of the royal speech- es in Parliament from the first speech to open the legislative year of King Mo- hammed VI since his accession to the throne in 1999, until the speech of 2022, by linking it to the outcome of legislative production for the same period of time.

This is to explain the legislation that came in response to the royal speech in Parliament, in addition to the areas of legislation that are the focus of the royal speeches, and which are considered among the priorities for taking the initiative in legislative work, so that this monitoring revealed the government's dominance over Parliament, at the level of response to legislative initiatives, in addition to The weakness of the legislative proposals, whether through the advancement of the initiative, or their level of steadfast-ness and continuity, com- pared to the draft laws, most of which crystallized into laws, and the order for their implementation was issued and published in the Official Gazette, which reflected their response to the call and royal directives that are the subject of the legislation.
