The study aims at identifying the parliamentary opposition's contribution to financial legislation, especially after being given a distinct place within the parliamentary format; as an indicator of the democratization of the political system and of the consolidation of the balance within the components of Parliament and that it is an essential building block in improving the nature of the political system by upgrading the components of Parliament and strengthening its area of competence and machinery in the financial sphere, After Parliament had the inherent competence to draw up the law including the financial law, financial competence is the first fundamental pillar of the emergence of the parliamentary institution, which has gained it through historical developments, and for technical considerations the Government has come to account for the preparation of the finance bill.
