In this presentation, the author attempts to answer a pertinent and complcx question.
As a matter of fact, considering the problematic of the limits of the relation between democracy and development implies that there is already one or several relations between these two concepts.
Defining this/tbese relations is only possible if the very concepts of democracy and development arc defined.
The author begins by defining the concept of democracy by dwelling on tluec key-conceptions which have marked the evolution of the concept of democracy : the greek conception, the modem liberal conception, and the socialist populisi conception The analysts shim's that the fall of the Socialist system has allowed the Liberal logic to impose itself as the sole alternative However, the development ol this logic forms a threat to humanity since it privileges the formal political dimension of democracy.
Furthermore.
from a practical point of view, it favours Capital accumulation to the detriment of an equal distribution of wealth.
In order to counteract the threats presented by this logic, the UN mechanisms and institutions have doubled their efforts to bring out concepts which give priority to the happiness of the human being.
Hence the dynamic of the concept "development" during the last years.
Indeed, since 1986 we are witnessing the rise of a new right : the right to development, object of the UN.
declaration n°41-128.
In his search for a better and closer delineation of the relations between democracy and development, the author analyses the obstacles to development as a right and a goal to be attained.
These obstacles are generally national and international.
At the national level, he cites the excessive power of the State that opens up all ways to forms of abuses ; As for the international level, he points to the unequal distribution of wealth between North and South.
The study shows that the relation between democracy and development is a dialectical one to the extent that one can assert that there can be no talk about democracy without development and vice - versa.
However, it is important to note that the existence of a democratic proces does not necessarly imply the achievement of growth.
Also, a good growth does not lead to development unless there is a political will which takes the human being as the foundation of its policies.
Finally, within the present international conjecture, development and democracy cannot be confined to the national field.
In order to ensure an equal distribution of wealth and to put an end to the upheavals that shake the world, it is important to be aware of the necessity to broaden our conception of democracy at the international level in a similar way to our broadening of the notion of development.

Dans cct article l'auteur essaie de répondre à une question aussi pertinente que complexe, lin effet, soulever la problématique des limites de la relation entre démocratie et développement suppose qu’il y ait déjà une ou plusieurs relations entre ces deux concepts.
Mais il ne sera possible de définir cette chi ces relations qu’en définissant les concepts mêmes de démocratie et de développement.
L'auteur commence par définir le concept de démocratie en s'arrêtant sur trois acccptions-clés qui ont marqué l'évolution du concept de démorcatie en l'occurrence l'acception grecque, Paccception libérale moderne et l'acception populiste socialiste.
Il ressort de cette analyse que la chute du système socialiste a permis à la logique libérale, de s’imposer comme étant la seule alternative.
Toutefois.
le développement de celte logique constitue une menace pour lliumaniré élant donné qu'elle privilégie dans la définition de la démocratie la dimension politique formelle.
En sus, elle favorise, sur le plan de la pratique, l’accumulation des capitaux au détriment de la répartition égale des richesses.
Pour contrecarrer les menaces que présente le développement de cette logique, les mécanismes onusiens et ses institutions ont multiplié leurs efforts pour mettre au point des concepts qui donnent la priorité au bien-être de l'être humain d'où la dynamique qu'a connue le concept de "développement" ces dernières années.
En effet, on assiste depuis 1986 à la naissance d'un nouveau droit à savoir le droit au développement auquel les Nations Unies ont consacré la déclaration numéro 41-128.
Dans un souci de mieux cerner le champ des relations entre démocratie et développement, l'auteur analyse les obstacles auxquels se heurte le développement en tant que droit et objectif à atteindre.
Ces obstacles sont en général d'ordre national et international.
Sur le plan national, il cite notamment le pouvoir excessif de l'Etat qui ouvre la porte à toutes formes d'abus, et sur le plan international, il s'attarde sur la répartition inégale des richesses entre le Nord et le Sud.
Il apparaît donc de cette analyse que la relation entre démocratie et développement est une relation dialectique à tel point que nous pouvons affirmer qu'on ne peut parler de développement en l'absence de démocratie et vice-versa.
Il est important toutefois de préciser que l'existence d'un processus démocratique ne permet pas forcément de réaliser la croissance.
Aussi une bonne croissance, ne peut-elle aboutir au développement qu'en présence d'une volonté politique qui fait de l'être humain le fondement de sa politique.
Enfin, dans l'actuelle conjoncture internationale, le développement et la démocratie ne peuvent être cantonnées au plan national.
Il est impératif, pour assurer une répartition égale des richesses et mettre fin aux crises qui secouent le monde de prendre conscience de la nécessité d'élargir notre acception de la démocratie à une échelle internationale.
Comme ce fut le cas pour la notion de développement.
