The research aims at assessing the ability of the contemporary Arab Society in producing technological knowledge- The research described the present situation of the technological knowledge, both in its production and dissemination and analysed the causes and factors, inside and outside the Arab Society, that hinder technological knowledge production, The research showed that internal factors (social environment, the rent economy, dominance of thinking types income patible with the realities of global technological development, in addition to weak scientific cooperation) do not help in acquiring & producing technological knowledge.

It also showed that external hindering factors, such as globalization of technology and the tendency to monopolize it, are not less important that the internal factors in perpetuating the inability, It is recommended that alternative social, economic and cultural policies be available and reform of international scientific cooperation polices to help contemporary Arab Society produce technological knowledge be adopted..
