فعالية السياسة المالية بالجزائر : مقاربة قياسية و تحليلية

Abstract EN

This paper deals with the effectiveness of fiscal policy in achieving the objectives of economic growth and employment generation in Algeria.

A Granger causality test of the relationship between public expenditure as a ratio of GDP, the employment rate and the rate of GDP growth is conducted.

It is shown that public expenditure does not cause either economic growth or unemployment (implying an effective fiscal policy); while economic growth is found to cause public expenditure (confirming Wagner’s law for Algeria).

Further, the paper investigates the impact of public investment as a ratio of GDP on private investment as a ratio of GDP using Johansen’s co-integration test.

It is shown that there exists a negative response for the private investment rate to changes in the public investment rate.
