The research sheds light on the problem of the administrative conducts concerned with administrative decisions one issues and the extent of their conformity to the legislations organising the work and acquiring the common interest and to what extent they should be sticked to.

The research tackles the definition of administrative decision and the concept of the principle of the legislation and the effect of deviation of the administrative authority .

The study attained several principles aiming at linking the administrative decision with the legal responsibility
