Omer bin Abdul Aziz's succession (99-101 A.H./717-719A.C.) was considered one of the most important periods in the era of Omaid.

Caliph Omer adopted policy of consultation and the other opinion as bases derived from the Islamic law (Sharia), i.e., the Holy Koran and Sunna of the Prophet, which obliged those charged with authority to counsel with the Muslims in their issues.

Caliph Omer pursued the policy of consultation in the administrative issues when he assumed power in Medina (87 A.H./707 A.C.) in which he established a consultative commission including some important and effective persons to assist him in administering the affair of Medina.

He was enlightened and guided by their opinions and suggestions concerning many issues.

Caliph Omer bin Abdul Aziz founded bases and rules in succession policy based on participating in making decisions.

He was surrounded by experienced and open-minded persons from Medina and from other territories.

This is an obvious indication that Caliph bin Abdul Aziz pursued policy of consultation.
