The spatial variation in levels of economic development and social and physical is a phenomenon prevalent in economic and social systems different, because of the concentration of most activities in specific areas, and poor or scarce in other regions, which led to the emergence of the problem of the sharp contrast between the more developed regions and the other less developed within the region or within the territory of one country.

And follow the development of regional actors able to develop the regions and reduce the spatial variation of development between regions by reducing the number of unemployed people and stop migration of people is planned and optimum utilization of available resources and potential in the region, and the establishment of the activities of economic actors, especially the establishment of various industries as well as establishing the infrastructure and development, which reflect the important aspect in the efficiency of space and its ability to attract economic activities- social.
