هدف هذا البحث إلى إظهار الدور المهم الذي يلعبه الأداء المتميز في إنجاز أعمال الحكومات بصورة عامة.
و لإبراز هذا الدور بصورة علمية و تطبيقية و نقلا للتجارب و الخبرات بين البلدان المختلفة.
أشرنا إلى تجربة جمهورية السودان.
فروض البحث حددت في الآتي : 1.
الأداء المتميز يؤثر على إنجازات الحكومات.
2.
أداء حكومة الإنقاذ الوطني في جمهورية السودان أثر إيجابيا في برامج الإصلاح الإداري.
تم استعراض البحث من خلال جزءين الجزء الأول خاص بالإطار النظري لمفهوم الأداء المتميز و الجزء الثاني من البحث كإطار عملي، تم فيه استعراض تجربة جمهورية السودان في الأداء المتميز في أداء الحكومة في مجال واحد فقط و هو مجال الإصلاح الإداري في السودان خلال فترة التسعينيات.
ثم استعرض البحث حالة الخدمة المدنية في فترة الأداء المتميز للحكومة.
توصل البحث إلى بعض النتائج المهمة ترتبت عليها إصدار بعض التوصيات أهمها الاهتمام بالجودة الشاملة وصولا بها إلى مرحلة الأداء المتميز و الحفاظ على تلك المجهودات بشتى الوسائل الممكنة.
Abstract EN
This study reflects the significant role of the distinctive per formant role of the distinctive performance in the achievement of the government work in general.
In order to reflect this role in a scientific way among countries, Sudan experience is taken as an example.
The study hypotheses the following: 1- The distinctive performance affects government achievements.
2- The performance of National Salvation Government in Sudan positively affect administrative performance program.
The study comprises two parts; the first concerns with the theoretical frame for the concept of distinctive performance, whereas the second is a practical frame in which Sudanese experience in distinctive performance is reflected in the field of administrative reformation.
