يتناول موضوع هذه الدراسة إشكالية العقار التي تزداد حدتها من سنة إلى أخرى، و هذا في ظل ندرة الأراضي الحضرية القابلة للبناء و التي مست معظم المدن الجزائرية.
و من أهم المشاكل التي برزت في السنوات الأخيرة على مستوى مدينة المسيلة في هذا المجال، نجد الارتفاع الكبير و السريع لأسعار الأراضي الحضرية.
كانت البداية بدراسة مميزات و خصائص و أنواع الأسواق العقارية بوجه عام، ثم حاولنا التعرف على بعض النماذج النظرية لدراسة السعر العقاري التي تطرقت إلى تحليل القيم العقارية للمدينة و تحديد العوامل المشكلة لثمن الأراضي القابلة للبناء و المرتبطة بالمجال أو بالزمن أو بالمناخ أو بالنقل.
و في الأخير حاولنا إبراز العوامل المتحكمة في تحديد سعر العقار بمجال الدراسة، من خلال عناصر النسيج الحضري للمدينة، و ربط التطور الزماني و المكاني بواقع حركية الأراضي القابلة للتعمير.
و هكذا تم تحديد مجموعة من المعايير التي يمكن حصرها في عوامل طبيعية و إدارية قانونية و اقتصادية و تقنية.
Abstract EN
The object of this study treats the problem of land with intensity increases one year after year.
This is mainly due to lack of lands for the urbanization in the majority of the Algerian cities.
For instance, during the latest years, in the city of M’sila one major problem linked to the land to urbanise, consisty in the continuous rise of its price.
After the study of characteristics, and types of the land market we proceeded to the passage measure models of it and theories which allow to analyze land value on the scale of the city.
In continuation, we tried to identify constituent factors the price for grounds intended for the urbanization, which have a narrow relation with; the urban space, the factor time, the climate and the transport.
The last part of the study, concerns the identification of determining factors the price for the urban the price of land in the city of M’sila.
Trough the analysis of the elements of the urban tissue of the city and their development in the time.
In this sense, we were able to determine several factors, their characters of which can be; natural, administrative, economic, technical and legal.

Cette étude traite la problématique du foncier à M’sila.
Celle-ci se caractérise par une intense augmentation d’une année à l’autre.
il s’agit, d’un manque considérable des terrains destinés à l’urbanisation dans la majorité des villes Algériennes.Parmi les problèmes majeurs du foncier, dans la ville de M’sila durant ces dernières années, on constate l’augmentation continue des prix des terrains urbains.
Après étude des caractéristiques, et des types des marchés fonciers de manière générale.
L’on procédé à la fleur naissance des modèles et théories qui permettent d’analyser la valeure foncière à l’échelle de la ville.
Il s’agit ensuite, d’identifier les facteurs qui influent sur le prix des terrains destinés à l’urbanisation.
Ces facteurs ont une relation étroite avec ; l’espace urbain, le facteur temps, le climat et le transport.
