عرفت مدينة سطيف عملية تكثيف عمراني كبير للمركز، تحت تأثير الضغط السكاني الكبير و الطلب المتزايد على السكن و التجهيزات و المرافق التابعة.
لكن بالموازاة لذلك، ظهر تمدد حضري أفقي في الأطراف بوتيرة معتبرة و بشكل عفوي، مما أدى إلى زيادة مساحة المدينة، و تباعد المسافات بين الأحياء السكنية في الأطراف و المركز، و ارتفاع كثافة الحراك التنقلي.
و أمام مشاكل التنظيم التي يعرفها قطاع النقل الجماعي بالحافلة، و عجزه على تلبية كل متطلبات التنقل المتزايدة لسكان الضواحي خاصة، يتم اللجوء للاستعمال المكثف للسيارة الفردية في أغلب التنقلات اليومية، مما أدى إلى ظهور اختناقات مرورية و نقاط سوداء ساهمت في تراجع مستوى الحياة العام في مدينة سطيف، التي كانت دائما نموذج للمدينة النظيفة و الهادئة.
و تبعا لهذه المعاينة، يهدف هذا البحث إبراز آثار التمدد الحضري على الحركة التنقلية في المحيط العمراني لمدينة سطيف، و تصور آليات لتنظيم النقل الجماعي، و الحد من استعمال السيارة الفردية، و ذلك من خلال إشراك كل من السلطة المحلية و الفاعلين في قطاع النقل و العمران، و كذا المستثمرين و السكان المعنيين..
Abstract EN
Parallel to the intensification of the city centre of Setif, under the heavy demographic pressure and the growing demand for housing and amenities, the spontaneous urban sprawl over the periphery boosted the urban area and consequently streaked the distances between centre and periphery.
The side effects of these factors combination multiplied the mobility and the demand for transportation thus an intensive use of car occurred regarding the problems linked to the collective transport management.
This fact generated a lot of traffic jams and big bulk junctions in many neuralgic places, and implied a significant deterioration of the living environment in Setif that is traditionally reputed as a clean and quiet city.
From this statement, the herein research aims at indentifying the causes and effects of the urban sprawl on the mobility inside the urban limits of the city of Setif, and setting incentives in order to provide better organised collective transports and reduce the car use, with involving all actors in the different fields: transport, urban planning, investors and the concerned population.

Parallèlement à la densification qu’a connu le centre ville de Sétif, suite à la forte pression démographique et la demande croissante de logements et des services d’accompagnement, l’étalement urbain spontané sur les périphéries a engendré une augmentation de la superficie de la ville et conséquemment un allongement des distances périphéries-centre.
Les effets pervers de la conjugaison de ces facteurs a décuplé la mobilité et la demande en matière de transport, et donc un recours intensif à l’automobile vu les problèmes liés à la gestion des transports collectifs.
Cet état de fait a généré de multiples congestions et de gros points noirs en des endroits névralgiques et entraîné une dégradation notable du cadre de vie de la ville de Sétif traditionnellement réputée par sa propreté et sa quiétude.
De ce constat cette recherche vise à montrer les causes et les effets de l’étalement urbain sur la mobilité dans le périmètre urbain de la ville de Sétif, et l’élaboration de mécanismes pour organiser les transports en communs et limiter l’utilisation de l’automobile dans une réflexion commune, en impliquant tous les acteurs locaux des secteurs du transport, de l’urbanisme, les investisseurs et la population concernée.
