Abstract EN

This study aims at studying the role of the Jordanian Parliament into political development and democratic reforms, to determine obstacles that limit its effectiveness, and to provide some means that enhance such role and effectiveness.

This study has also been carried out on the basis of the hypothesis which states that the role which the parliament plays into political development and democratic reforms is still weak and ineffective.

To test the validity or invalidity of such hypothesis, a descriptive analytical and institutional approaches have been adopted.

The results of the study confirmed the hypothesis being proposed.

They also showed that the role of Jordanian Parliament in the process of democratic reform and political development since the early 1990's has not been up to expectations, and still weak and ineffective.

The study ascribes such weakness and ineffectiveness to a number of obstacles, including the presence of some inconvenient legislation and laws, the weak institution of Jordanian Parliament, and the domination of traditional political culture and social heritage on the Jordanian society.

In the light of results, the study provides a number of recommendations that may enhance the role of Jordanian Parliament in the process of political development, the most important of which are constitutional and legal reforms to strengthen its role and insure its independence; the carrying out of institutional reform of the Parliament, and the reform of some legislations relating to civil associations ,such as, political parties and professional associations; the adoption of a civil and democratic political culture which insure an active role of such political institutions and associations in the process of political development; and the establishment of a constitutional court.
