Arabic Abstract

هدفت هذه الدراسة إلى تحليل و فهم مقومات و عناصر القوة التي تمتلكها الصين و تؤهلها للنمو كقوة عالمية مؤثرة في النظام الدولي، و قد اعتمدت الدراسة على منهج تحليل النظم في تحليل السياسة الخارجية الصينية في الفترة (2008-1990) و قد انطلقت الدراسة من عدد من فرضيات منها أن المتغيرات الداخلية و الخارجية أثرت على صعود الصين كقوة عالمية مؤثرة في النظام الدولي، أيضا طبيعة النظام الدولي أثرت في المرحلة الراهنة على صعود الصين كقوة عالمية مؤثرة في النظام الدولي.

و قد توصلت الدراسة إلى عدد من النتائج من أهمها : 1.

إن التحولات التي طرأت على السياسة الخارجية الصينية هي تحولات تكتيكية و ليست إستراتيجية حيث أن إعادة تايوان و لعب دور قيادي في آسيا هما من صلب الإستراتيجية الصينية، و التحول كان في التكتيكات الصينية اتجاهها. 2.

إن الإصلاح الاقتصادي في الصين أدى إلى تدعيم التعاون الدولي في المنطقة، إلا أنه يمكن أن يكون على المدى البعيد عامل لإثارة التوترات و عدم الاستقرار في المنطقة، في ظل ما أدت إليه الإصلاحات الاقتصادية إلى تطور الصناعة الصينية بشكل كبير و حاجتها المتزايدة للموارد الأولية و لمصادر الطاقة. 3.

إن موقف المؤسسة العسكرية الصينية محدد هام لصانع القرار خاصة بالنسبة للقضايا القومية الحساسة كتايوان، لدوره المؤثر في معادلة صراع القوى داخل الحزب الشيوعي الصيني.

English Abstract

This study aimed at analyzing and understanding the basis and the elements of power that China acquiring to develop and grow as an effective international power in the international order.

Also the study adopted the analysis system approach in Chinese Foreign Policy at the Period (1990-2008).

This study evolved from hypothesis such as the external and internal variables that influenced the raise of China as on effective global power impacting the international order, also the nature of the international order influenced the present stage by the raise of China as a global influencing power in the international order.

The study reached asset of results, but the most important are the following: 1.

The transformations that occurred in the Chinese foreign policy were tactics, not strategic, since – re-uniting Taiwan and playing the leader role in Asia are Chinas core strategy, and the transformation was in the Chinese tactics toward it.

The economic reform in China resulted in supporting the international cooperation in the region, but still it is possible at the long – run to be element of agitating disturbances, tension's and un-stability in the regions because the economic reforms led to the development of the Chinese industries at a large scale, and to its increased need for raw material and energy resources.

3.

Chinese military institutions position is an important determinant for the decision maker, especially regarding the sensitive national issues like Taiwan, and their effective role on the equation of power struggle inside the Chinese communist party.
