English Abstract

The tendering stage plays a critical role to connect, specify, and attract suitable contractors in the clients' projects.

Throughout this stage, clients seek to obtain the ideal participation process which reflects qualified and suitable number of contractors and adequate level of competitiveness that attains the parties' strategies and benefits.

This research is conducted to encourage the bidders to participate and compete strongly in the construction tenders, with minimum level of conflicts and maximum level of benefits for both contractors and clients.

The tendering stage plays a critical role to connect, specify, and attract suitable contractors in the clients' projects.

Throughout this stage, clients seek to obtain the ideal participation process which reflects qualified and suitable number of contractors and adequate level of competitiveness that attains the parties' strategies and benefits.

This research is conducted to encourage the bidders to participate and compete strongly in the construction tenders, with minimum level of conflicts and maximum level of benefits for both contractors and clients. Low level and high level of participants with weak or zone level of competitiveness are critical problems during the bidding process.

The reasons behind this inconsistence bidding process were investigated throughout postal questionnaire covered 63 classified building companies and 46 working clients and consultants in the Gaza strip.

The results showed that, most of the clients are not using any motivational systems to enhance the bidding process.

The construction building tenders are the most attractive and preferable type of tenders for the contractors, while the repair tenders are the least preferable and attractive type of tenders.

The invited categories by clients or consultants have a critical influence at the contractors' behaviors to bid and compete in construction tenders.

The study revealed also that, the e tendering system is critical to be adopted in the construction industry to enhance the overall bidding process.

The study showed that, the financial capabilities of contractors, the financial capabilities of clients, the financial value of the project, the clients' payments policy, availability of construction raw materials and the stability of the construction industry are the most critical factors affecting contractors' decision to bid or not.

The results of this study recommended the contractors to maintain a continuous development and improvement for their core competences to stay within the business.

The clients are recommended to adopt the e tendering system, to carry out a periodical meetings, training and sessions with the contractors in order to provide the supportive advices that enhance the bidding process which in turn improve the construction industry.
