Work in general requires mentally and bodily abilities, regardless of the level or nature of that work.

Thus, the laborer should be having legal capacity to get rights and to endure responsibilites for every work, and to have legal relations with others who get rights upon that legal acts.

In the face of the urgent need some people get into labor market early, before the completion of their capacity, which raises a lot of risk to those not only because of the nature and seriousness of some works, but also because of their age and lack of experience and poor of physical and mental abilities.

This requires special type of rules and provisions governing the employment of youthfully to ensure its legitimacy and to provide more legal protection for them.
