Abstract EN

The study aims at clarifying the standards and general principles on which the advancement of syndicates and requirements necessary to activate their roles in general and to clarify the nature of the structural organization of professional syndicates and labor unions in Jordan.

It indicates their goals and vision of reform and the challenges they face.

The study reviews the effectiveness of the work of syndicates of Jordan by measuring their institutional and organizational circumstances that affected them.

That is applied by the indicators prepared by specialists in the study of the institutions of civil society in the Arab world and as indicated by the scientific guide for the year 2010 set by the Arab Network of organizations of eligibility.

A set of indicators are capable of measuring the capacity of syndicates and the extent to which human, material, technological, administrative aspects are achieved.

The study stands on the premise of "the existence of correlation between the effectiveness of syndicates to achieve their objectives, their components and human, material technological and regulatory side and the institutional environment which is related to political, legislative, cultural and social aspects”.

The study used several approaches : institutional approach, System Analysis, and both the field survey and statistical comparative approaches in order to employ its general objectives .The study found out several conclusions and recommendations.

Of the most important ones is the existence of a negative relationship between the institutional capacity of syndicates in Jordan and the general conditions prevailed and the effectiveness of their roles, especially when labor unions are compared to syndicates, which requires the need to respect the executive authority of the international provisions on the subject of freedom of syndicates.

Besides, there is an actual need for the development of Self-union so as to activate democratic performance between the members and significant roles in building the public policies that reflected on users and society in general.
