This article deals with ananalytical method that criticizes thehorizons of Arabic democraticchange in tha light of the fourthwave which requires specificconditions for the passage from anauthoritarian system to a realdemocratic system .

This can bedone through showing the conceptof the process democratic change ingeneral and tha nature of thischange and its conditions withinthe fourth wave model, the positionof the Arab world internally, theforeign standpoint as well as therequirements of domestic change.
