Is a local development strategy for the province of Basra is part of the policies that have been received in the national development strategy in Iraq for years ( 2005- 2007 ), and one of the substances listed in the new Iraqi constitution a paragraph "the development of regions" in order to promote the governorates destructive, as well as it was the first strategy was set by the Provincial Council and in cooperation with officials of government departments and in line with the decentralized system of management, but it is in spite of name strategy of local development, but that the concept of strategy was not specific "and clear" where even there was a compilation of a number of proposals for a number of projects without link between them, so the aim of the research is to study and evaluate the strategy for the period ( 2005-2007 ) in order to diagnose the pros and cons of enhancing diagnosis and elimination and try to make proposals on this.
