يعالج موضوع البحث عملية إيجاد البديل الأفضل و المساند لعملية الإدارة و الاستثمار و الملكية في القطاع النفطي بسبب ضعف أدائه و تعاظم مشاكله الإدارية و التنظيمية و الفنية و الإنتاجية و التسويقية.
و يعتقد الباحث بأن الحل هو في تقليص دور الدولة جزئيا في السيطرة على الجانب التنموي الاستثماري و تحويله إلى دور تصحيحي و مراقب على أن تعتمد مبدأ الشفافية و الوضوح في استخدام أدوات في الإدارة و الملكية على المستوى الكلي أو الجزئي (القطاعي) بشرط أن يتحقق الانسجام و التوازن في تعظيم الأرباح و المنافع العامة لكل من الدولة و المستثمر الخاص و العاملين و بأقل ما يمكن من التكاليف.
و قد توصل البحث إلى نتائج عديدة أكدت على تدهور البنية التحتية النفطية و تدني مستوى الأداء الإنتاجي و الصناعي، كما أكدت على إمكانية الاستفادة من منافع الخصخصة مع إعطاء الأولوية للمستثمر المحلي إن وجد وفق شروط و معايير الإنتاج الكمية والنوعية و البيئية المطلوبة مع ضرورة تجاوز إتباع أسلوب الاكتتاب العام و الخاص في الوقت الحاضر في الصناعة النفطية التحويلية بسبب ضيق السوق المالية المحلية.
Abstract EN
This research deals with the process of finding the best alternative that assists administration, investment and property capital business in the oil sector which has performance problems of several types : administrative, managing, technical and marketing.
It has proved that the solution to the problems mentioned above lies in minimizing the control of the government in the fields of developmental and investment.
In other words, the state has to play the role of a monitor and reformer using its relevant tools plainly on its way to arrive at the most needed change achieving balanced and fair interests for both the public and private sectors and at a very low cost.
This can be done by adopting privacy plans to arrive at better results at the level of the local market which seems to be too limited financially.
