Abstract EN

The concept of Total Quality Management is considered a modern administrative philosophy which is based on a number of modern Administrative concepts which are reliable in mixing of administater Means and creative efforts and specialized skills which aim at Raising the level of per formance and achievements of administrative Organizations.

The research has covered the following sections : -Defining the concept of Quality and Total Quality Management and its bases.

-Indicating the bases on which TQM has based and the ability of putting these indicators into action through their application in the teaching institute.

-Presenting a number of universal trends and models in measuring and managing fine quality in higher education.

-The forms of application of TQM in higher education and their reactions on the administration of universities.

-Presenting a proposed frame work of comprehensive fine quality for the center of management of fine quality and the possibility of its application in the University of Kufa for the purpose of reforming and improving the university management in the institutions of Higher Education in Iraq.

The researcher have come out with a number of conclusions and recommendations which can realize improvement «performance «distinction the ability and quality in the educative.
