Abstract EN

Beggary, per se, represents a problem of grave magnitude.

It is a social problem of contemporary importance.

It poses a serious threat to the security and integrity of the social order.

Also, it is considered a negative phenomenon and casts its constant reflections on world communities.

Unfortunately, it is on constant dissemination.

This dissemination accompanies with multifarious kinds of crimes.

Beggary also leads to the eruption of variant social maladies unemployment, poverty, low-income, indecent housing and family disintegration,etc.

Based upon such realities, the present research represents a modest endeavour to counter beggary in the Kingdom of Saudi Arabia.

This research is, in fact, a field study on social workers dedicated on combating beggary.

The study, in its opening pages, identifies relative roles and responsibilities shouldered by social workers in their drive on combating beggary.

Also, it identifies obstacles impeding the control of beggary-professional, social and organizational.

The study, in the last resort, is undertaken from the viewpoints of social workers-males and females-associated with agencies working on countering beggary.

The present study has yielded some inferences.

The most salient are as under: •Members of the research sample concur on the existence of obstacles that hinder the control of beggary in the Kingdom of Saudi Arabia.

•Field training in the area of beggary control is extinct.

•Role of media in highlighting beggary problem is deficient and negligible.

•Roles of the Imams of the mosques is equally weak and ineffective.

•Legitimacy of a nation to use force in legitimate defence and as preventive retaliatory measure represents an intricate dilemma as well.

The researcher, in its ending paragraph, recommends that a comprehensive text should be included in the Draft of the United Nations Convention on combating terrorism.
