Arabic Abstract
تناول البحث أثر تقنية المعلومات على تطبيق و تنفيذ الاستراتيجيات بصفة عامة مستخدما في ذلك المنهج التحليلي الوصفي و المنهج التاريخي. و قد بني هذا البحث على أربعة فروض ثبتت صحة بعضها و انتفت صحة البعض الأخر. تناول البحث تتبعا تاريخيا للإستراتيجية مفهوما و معنى عند القدامى و المحدثين و انتهى بالمفاهيم الحديثة للإستراتيجية بعد أن أصبحت علما حديثا تدرسه الجامعات. تناول البحث تقنية المعلومات من حيث التعريف و المكونات و الاستخدامات، ثم تحدث عن شبكات الحاسوب و أنظمة الحكومة الإلكترونية.
انتهى البحث بدراسة ميدانية للوقوف على أثر تقنية المعلومات على تنفيذ الخطة الإستراتيجية العشرية الشاملة في السودان، و خرج بجملة نتائج أهمها أن غياب الاستخدام المنظم لتقنية المعلومات حال دون ظهور الأثر المتوقع لها على تنفيذ الإستراتيجية. و خرج البحث بتوصيات أهمها عدم الحكم بضعف أثر تقنية المعلومات على تنفيذ الإستراتيجية قبل الاستخدام الفاعل لها وفق خطة مدروسة في تنفيذ الإستراتيجية.
English Abstract
The research on the impact of information technology application and implementation of strategies in general , using the analytical method descriptive and historical approach.
This research was built on four assumptions proved correct each other and negating the health of others.
The research tracked historically strategic concept and concerned when both ancient and modern, and ended with modern concepts of the strategy after it became a note of the newly studies by Universities.
The research of information technology in terms of the definition, components and uses and then talked about the computer networks and e-government systems.
Search contains a field study to determine the impact of information technology to implement the comprehensive the ten- year strategic plan in the Sudan, and went out, among the most important results that the absence of systematic use of the information technology has prevented the emergence of the expected impact of implementation of the strategy.
Search finally find out the most important recommendations of the non – poor governance following the information Technology to implement the strategy prior to its effective use in accordance with a deliberate plan in implementing the strategy.
