Abstract EN

The study raises the subject of information technology-related crimes as it is all inclusive of all types of intentional and unintentional Criminal behavior in the information field.

In spite of using an integrated theory for analyzing information crimes and their forms, yet penal articles provided in most legislations do not tally with the modem punishment trend.

The treatise sums up with narrowing down information crimes to four major kinds namely; Computer Crimes (cyber crimes), Internet Crimes, Online Banking and Satellite crimes.

Spotting some hindrances as regards the body concerned for collecting evidences and investigating on such crimes, the treatise reveals a legislative conflict on the criminal behavior that leads to them.

This is may be ascribable to the very nature of the crimes which are not traditional ones.

Besides, the treatise reveals obstacles witnessed in the trial process in terms of crime evidence.

Another point raised by the treatise is the appropriate law(local or regional or international) that should be applied on information crimes as cross- border ones which require extradition agreements.

Treatise in its epilogue stresses the paramount importance of training law enforcers on the various techniques of combating Information Crimes, as well as redrafting penal articles so as to tally with the modem punishment ideology.

New articles, as researcher suggests should encompass a wider range of crimes; such as infringing on the rights of Satellite broadcasting companies and military, industrial and economic satellite spying.

The treatise also suggests that international rules for cooperation in combating information crimes should be laid down, and that Arab legislations should be modeled on the French ones which laid down a host of rules governing credit cards theft crimes and other information - related ones.

Finally, the researcher stresses the necessity of developing safer E.

Trade systems as well as forming a separate panel composing of experts and judges to decide on information - related crimes.
