Study sheds light on the Japanese policing system which is based on Koban system, a system similar to a one that was adopted since the dawn of Islam called Asas or (night watchman), for sources confirmed that Muslims have known policing since the era of the prophet Muhammad(p.

Caliph Umar Bin Al Khattab, may God be pleased with him, was the first to enact the system of Asas or night watchman which has developed afterwards and became more organized in the following eras.

Japan also adopts this system on which I am going to shed light in this study.

Study defines Koban following the organization of Tokyo Police Station in 1874, and also sheds light on effectiveness of the system via an interview with a retired police expert who explains way of policemen selection and working hours with the system, as well as their relation with the public as part of a program called : Visit and Communication.

Study also throws spotlight on the activities and services carried out by policemen in addition to ways of overcoming difficulties they encounter.

Variety of police and security scopes in the capital city of Tokyo are also handled by the study as well as cooperation between police and local residents ; the integrated security system in Tokyo ; police security and use of scientific approach in handling cases and use of surveillance for the protection of people.

Study sums up with that Japanese policing system is based on a policing heritage similar to Islamic Policing one which is based on fostering the police-public relation, which is the sine qua non of realizing security within society.
