Many causation and problems has been arise by administer Law of un organized governor in provinces Number (21) for 2008 for the neuter of the organized that adopt by the legislator, the form of this law is (uncentralism administration system) but it seems to be (union federation system) by the tenor as resolute from many an specified treatments which is adopted by the legislator and it have to be amended as a harmony with the mane biases of (uncentralism administration system) and that will warden the union safe of Iraq rather than materialize public interest and demonstratives provincial governor local interest as we see .
