Excellence is not a luxury, it is essential for all ambitious countries wishing to improve their performance in all aspects, and UAE is among those countries which are in perpetual pursuit of excellence.

Excellence concepts are the most crucial tools of self-evaluation worldwide close to the heels of quality applications.

There are a number of international excellence awards, such as Malcolm Baldrige National Quality Award (MBNQA), Deming Prize, EFQM, Australian, Japanese and Singaporean quality awards.

In UAE, there are also many excellence awards such as Dubai Government Excellence Program; Sheikh Khalifa Program for Government Excellence ; Abu Dhabi Award for Excellent Government Performance and Minister of Interior's Excellence Award.

All these awards testify to the administrative maturity sought by institutions, however, in order for such excellence awards to be of added value, tools and applications of governance should be applied on all UAE excellence awards, particularly Minister of Interior's one.

Study sets forth a number of questions, including international experiments that initiated excellence idea and its applications in addition to success and failure factors and the key national experiences in Excellence programs, with a special focus on Minster of Interior Award.

It also sheds light on governance concepts and ways of its application in addition to the relation between competition capacity and economic development.

Study sums up with a host of findings, the most important of which is the distinction of police depts at MOI in the implementation of excellence concepts.

It moreover sets forth a number of recommendations, including the development of performance indicators and standards and the study of the relation between them in order to come out with a good outcome that complies with requirements of excellence and governance.

Recommendations also include: paying more attention to training and education to raise awareness about the Minister of Interiors' Excellence Award; development of Award's standards and implementation of UN governance mechanisms.
