Abstract EN

The phenomenon of poverty occupies a large extent of the social science literature and represents an important issue for planners and decision makers as an obstacle to social and economic development and as a major cause for many social problems.

The present study aims to shed light on this phenomenon.

In this regard, the study explains what poverty means and presents its social and economic concepts including the concept of absolute poverty, relative poverty, and poverty culture.

Moreover, the study presents the multiplex explanations of poverty theoretically and empirically at the macro-and-micro-levels and illuminates the patterns of poor and the major variables to overcome poverty such as productivity, income, and consumption.

To link the issue to the Saudi local society, the study presents the issue of poverty from an Islamic perspective, and introduces, briefly, the expected strategy to face poverty in the Saudi local society at the formal level.

The study concludes with assertion not to neglect the value and moral factor in explaining poverty and recommends the inclusion of this factor in the methodological measurements prepared to explain this phenomenon at the local level.
