Abstract EN

The purpose of the study is to assess and explore the effectiveness of the efforts of the Ministry of Civil Services and Housing in improving the per¬sonnel systems and policies in the Qatar public sector.

And also, to explain the opinions of the public employees toward such efforts.

The Researchers conduct an interview with the Ministry top manage¬ment, also, developed a questionnaire, distributed randomly to (395) public employees.

The findings indicate that, the Ministry of Civil Services and Housing has a limited role in developing and improving the personnel systems and poli¬cies in the public sector.

Also, the Ministry does not have a clear strategy for improvement.

Moreover, the Ministry faces many difficulties in making such improvement, such as inflexibility, limited qualified human resources, and the influence of social values and bureaucracy.
