The paper underscores the importance of decision making and problems analysis in giant organizations, especially those entrusted with life saving and law enforcement institutions like the police force.

Most giant organizations operate within complex environments.

Such environments produce challenges that tax time and resources of the given organization.

This includes human, and material resources.

The organizational behavior is likewise affected.

Understanding the process of decision making and problems analysis become the cornerstone in restructuring organizations.

Organization development is rendered possible only when decision processes receive their due attention the decision making process in the law enforcement agencies, like the police department, is intricately related to question of choices., that is choice between a number of alternatives.

The three classes of decisions outlines in the decision hierarchy., creative, problem solving or routine decisions - are bound up with this “syndrome" That is: in order to make an informed decision we should have well developed systems for problem identification, development of alternatives and among alternatives and a feed-back system loop.

Different models are utilized to develop a theoretical framework to make an informed decision such as Bound Rationality model, Garbage Can Model, Implicit Favorite Model.

The use of such models in programmed police decisions provide valuable opportunity for a rational choice which leads to an effective decision The most important achievements of these experiments are: investment and saving rate rise, increasing the per capita income, more equity of income distribution, increasing the share of industrial sector share in the gross national product, rising of economic growth rate and monetary reserves, and great expanding of foreign trade.

^Foreign investment was the fundamental factor of the growth of manufactures production and exports of these countries.

Beside this main factor, there have been some other factors such as: industrialization for export policy, governmental programs for structural changes, financial markets development and expanding, interesting of development and research activities, economic cooperation between these countries, etc.

The most important useful lessons from these experiments are the necessity of development and expanding the Asian-Arabian economic relationships, expanding the commercial and economic Arabian interrelationships, interesting of human resources development inside the Arab World, and using governmental economic policies with obvious objectives such as: investment and saving rate increasing, equilibristic development, improvement the process of economic resources management, ...etc
