This study aimed to recognize the consistency between the content of school curic-ulum in Arabic for the first and fifth primary grades and the philosophy of the Educational Act No.

27, 1988; which was issued during the National Conference for Educational Development for the year 1987.

This consistency should reflect the following values: Educational beliefs, patriotism, humanistic and social.

The researchers analyzed the content of the two books (Reading, Poetry, Songs and Comprehension) based on a model developed to recognize themes in order to specify values and their classification.

The sentence was the basis of analysis and each statement was given a weight of one value for the purpose of statistical analysis; which is based on the frequency of the analyzed value of the content.

The results showed a major gap between the values analyzed in the two books and the philosophy of the Educational Act No.
