ينطلق البحث من فرضية أساسية تفيد بأن فشل منظومات التربية و التكوين في المنطقة العربية لا يعود إل ضعف الإمكانات المالية و اللوجستية و الوارد البشرية اللازمة، بقدر ما يعود إلى غياب رؤية تنموية واضحة المعالم و الآفاق، مع تأكيد أن الأزمة في العمق هي تختلف المؤسسات التربوية عن أداء مهماتها الريادية و الحضارية.
و يسعى البحث لمناقشة هذه الفرضية من خلال تحليل ثلاثة عناصر أساسية : التشخيص و التداعيات و الأسباب، مبينا الطابع المركب لأزمات المنظومات التربوية في البلاد العربية، و هي الأزمات التي نحددها في ثلاثة عناصر : أزمة انطلاق و أزمة اشتغال و أزمة مال و سيرورة.
وقفنا عند أهم المظاهر التشخيصية لواقع المنظومات التربوية في الوطن العربي.
كفشل هذه المنظومات في تحقيق تعميم للتمدرس في المستويات كافة، و كذا في عدم تكافؤ الفرص بين المتعلمين، هذا بالإضافة إلى ضعف المعارف الأساسية المقدمة إلى المتعلمين في مؤسسات التربية و التكوين، علاوة على هشاشة الحكامة التربوية في أغلب النماذج التربوية العربية، الأمر الذي يؤدي إلى مفارقتين أساسيتين هما : الهدر المالي و ما يقابله من هدر بشري و عدم اقتدار عربي تنموي.
في تجليات أزمة هذه المنظومات، وقفنا عند عنصرين أساسيين : أولهما وجود (أزمة) قيمية كبيرة بدأت تنخر ليس فقط مختلف حوامل المؤسسات التربوية، بل العنصر البشري أيضا، و ثانيها التصحر المعرفي.
رغبة في الوقوف عند بعض العوامل المفسرة لتردي واقع المنظومات التربوية العربية، أبرزها من هذه العوامل التي يمكن إجمالها في : العوامل السوسيو-سياسة و العوامل السوسيوثقافية و العوامل السوسيوتنموية.
Abstract EN
Jarmouni premises his paper on the assumption that the failure of education and training systems in the Arab world is not only linked to weak financial or logistical capacity, or the lack of human resources, but primarily due to the absence of a clear development vision.
At its heart, argues the author, the crisis lies in educational institutions’ poor performance in fulfilling their pioneering and civilizing tasks.
Jarmouni thus analyzes three key elements: diagnosis, implications, and causes, through which he explains the compound nature of the educational systems crises in the Arab world.
Some of the most fundamental flaws of the education system in the Arab world are considered, such as their failure to achieve universal schooling at all stages, the inequality of opportunity among students, the weakness in basic knowledge offered to students in education and training establishments, and the precariousness of educational governance in most models of Arab education.
This results in two main outcomes: financial wastage with its concomitant human wastage, and stunted Arab development.
In an effort to explain the deterioration of the Arab education systems, socio-political, socio-cultural, and sociodevelopmental factors are also considered by the author.
