يمكن لمستقبل التعليم المفتوح و التعلم عن بعد في الدول النامية أن يستفيد من تحليل ناقد لبيئة هذا التعلم التشغيلية، و يعود ذلك إلى الاعتقاد بأنه يمكن أن يسهم بشكل أساسي في الحد من الفقر إذا اعترف بإمكاناته.
و لكن يلاحظ أن الطلب على هذا النمط من التعلم يزداد بسبب الإمكانات المرتبطة بالابتكارات الحديثة و استخدام تكنولوجيا المعلومات و الاتصالات التي تؤدي إلى الطلب المتزايد على هذه المعرفة من قبل المتنورين تكنولوجيا و غير المتنورين.
و يعرض هذا البحث آراء و ثلاثين طالبا و آراء تسعة من أعضاء الهيئة التدريسية في قطاع التعليم العالي في الدول النامية ممثلة بدولة تنزانيا، ففي هذا البلد تعد جامعة تنزانيا المفتوحة المعهد الوحيد للتعليم العالي عن بعد المعترف به و تمنح درجات علمية عدة من ضمنها الدكتوراه.
و قد جمعت البيانات باستخدام استبانة ذات أسئلة مفتوحة الإجابات، بالإضافة إلى المقابلات و تشير النتائج إلى هناك مشاعر مختلطة حول الأدوار و الإمكانات المتعلقة بالتعليم المفتوح و التعلم عن بعد، رغم أن معظم المشاركين أجمعوا على أن غياب البنية التحتية لتكنولوجيا المعلومات و الاتصالات يمكن أن يكون عاملا معوقا في تقديم الخدمات.
و بغض النظر عن التحديات في استخدام تكنولوجيا المعلومات و الاتصالات في التعليم المفتوح و التعلم عن بعد، فإن إجماعا على إسهام هذين النمطين من التعلم في تسريع الحصول على التعليم العالي.
Abstract EN
The future of Open and Distance Learning (ODL) in developing countries will benefit from a critical analysis of its operational environment due to the belief that it might contribute substantially to poverty reduction if its potentials are recognised.
It is however, observed that the demand of ODL is increasing due to the associated potentials for new innovations and use of Information and Communication Technologies (ICT) that results to the increased demand of knowledge to both literate and illiterate.
The paper presents the solicited views of 31 students and 9 staff from the higher education sector in developing countries with Tanzania as a representative country.
In Tanzania, the Open University of Tanzania (OUT) is the only accredited higher distance education institution that awards various qualifications including degrees up to PhD.
Data was collected using open- ended questions in the questionnaire as well as interviews.
The findings indicate that there are mixed feelings about the roles and potentials of ODL though almost all agree that absence of ICT infrastructure and services might become a hindering factor.
Regardless of the challenges on the use of ICT in ODL, yet there is unanimous agreement on contribution of ODL in accelerating access to higher education
