Abstract EN

This study aims to analyze the most important elements of local administrative system in Algeria, identifying its inputs and outputs with relationship to central administration, influential factors ,its levels in decentralization context and administrative division, in addition to identification of the most important resources of local communities as a key factor for public finances.

The study also tries to identify and clarify on the one hand; financial control, its objectives, types and on the other hand to identify the local financial control to avoid shortcomings of decentralization in order to ensure in contradiction of centralization versus decentralization so as to achieve an integrated local development.

The study used a descriptive historical approach for following phases of local administration in Algeria.

Among the most important findings of the study: It’s very important to organize on one hand the relations between individuals and their interests within a community, and on the other hand between individuals and the local administrative organs.

Furthermore, solutions to local administrative organs come only through achievement of rationing and framing of local administration on scientific bases, realistic and objective.
