Abstract EN

This study attempts to discuss the issue of the culture of volunteerism and the theoretical and realistic problems associated with it, especially in light of the need to activate the role of civil society organizations to push the development process in the Arab societies, and specify the problems encountered.

The study also seek to determine the authenticity of values and the culture of volunteerism among young people in the UAE, and to try to promote the values of community involvement through a field study exploring their opinions on the subject.

The study seek to discuss this subject through the following points : -The first point : the theoretical and conceptual framework, which will be defined through some of the concepts related to the subject.

-The second point : examining the motives of volunteer work.

-The third point : volunteering in the Arab and Islamic culture compared with Western culture.

-The fourth point : The reality of the civil work in the UAE.

-The fifth point : the values of volunteerism among young people (An analysis of the the questionnaire results of an «intentional \ deliberate» sample of students of the Faculty of Humanities and Social Sciences, UAE University, Al Ain.) The study paid attention to a range of issues, most notably : 1) The need to take into account the cultural and political context when talking about the Arab civil society.

2) The conviction of the importance of culture of volunteerism and the role of civil society in the development process despite its limited role, and its impact.

3) There is some of overlap and confusion when talking about civil society in Arab societies as a result of recent launch of this concept, let alone problems related to its relationship with the state and society, and overlapping of the concept of charity work with volunteer work in a third party.

The study concluded : 1) Confirmation of the existence of a set of choices that hinder the work of civil society organizations in the Arab societies, perhaps the most important problems which associated with the nature of the composition of the Arab societies with ethnic and sectarian diversity, which make institutions of civil society to do additional effort to be able to exceed those divisions and driving the movement of community towards the achievement of the common good.

2) The problems of external financing which has worked to restrict the role of civil society institutions, and to narrow the gap between them and the state on the one hand, and between them and the grassroots on the other hand.

3) The need to promote the values of volunteerism and community participation among young people, especially in a society that has a little population and recently familiar with institution-building, and the need for more concerted efforts to push the process of community development.
