Abstract EN

This study discusses two approaches : consultation (Shura) and democracy, and how they are close and harmonious.

In addition to the validity and success of each to run people’s affairs, the researchers tried to find what is common between the two systems and their originality.

The paper discussed different positions of Islamists who tried to bridge the gap between Shura and democracy.

Some scholars are supporters and others are against our approach.

Evidences were discussed thoroughly, and of the main issues which we tried to answer is the relationship between the parliament majority and Shura and whether the referendum can be considered as part of the Shura and rulers are bound by their results.
