Abstract EN

Nowadays most of the developing countries, inciuding Egypt, tend to adopt com-prehensive development as a remedy, among many other remedies introduced to solve the social and economic problems from which communities suffer.

The population problem, which is related to the increasing crowdedness of people, beyond the amount of economic resources available, is one of the most serious problems.

The Egyptian community, in accordance with the efforts of the State, tries to achieve social, economical and cultural progress through comprehensive development.

This kind of development has become a central objective to which all efforts are oriented.

To achieve this development, the population problem should be solved or at least its effect on the social and economical situation are ameliorated.

It is evident that this process, although occupying the fancy of both State and people in Egypt, meets with many an obstacle arising originally from the economical and social struc-ture of the community.

The most important obstacles are the type of traditional culture and the low cultural, technological status of the people and other things.

These obstacles lead to continuous population increase.

The paper shows the importance of the process of develop-ment and the challenges it meets and how to be solved so as to overcome the obstacles which hinder the progress towards comprehensive development.

In this way we can achieve the ex-pected objectives of solving the population problems and their drawbacks.
