The study pointed out that the concept of strategic planning began to spread as of the seventies of the last century , after the organizations that had implemented a system of strategic planning in production outperformed the others that had not implemented the system , The study defined the strategic planning as a process of continuously taking decisions based on available information on the future viability of these decisions and their impacts and effects in the future and putting goals, strategies and programs of a timeframe and ensure the implementation of the specific plans and programs.

The study also showed that the strategic planning doesn’t deal with the future decisions, but it rather deals with the future of the present decisions, which requires the availability of the vast amount of information about the present so as to know what will happen in the future.

The study showed that the development of the strategic plan of the state requires administrative preparations and arrangements, human resources, administrative leadership and significant financial potentials, besides the manpower must be fully aware of the basics of the strategic management and the administrative environment should be prepared for the analysis of the opportunities, constraints and threats and developing ways for dealing effectively with them with the knowledge of the points of strength and weakness in the work environment and providing flexibility to adapt the unforeseeable variables The study pointed out that Sudan adopted the system of strategic planning in the year 1992-2002, and although the return of the ten-year plan was very weak , but it constituted the start of the country’s entry in the field of strategic planning, which the administration scientists have unanimously agreed that any country especially the developing countries cannot go beyond the barrier of underdevelopment unless it adopts the strategicplanning system, which is believed to have developed and showed the growth of Southeast Asian countries.

The study showed that the quarter-century strategic plan (2007-2031) was prepared after signing the Naivasha Agreement, and was prepared on scientific basis with a broad participation of all segments of the Sudanese society, whereas a general vision, mission and goals and objectives and challenges were identified.

It was divided into tactical five-year plans as the first five-year 2007 2011 was developed with a special vision, mission and eight axial clusters covering all the aspects of developmental activities, then the federal ministries and state governments were assigned to prepare the projects required by the eight axial clusters:(sustainable peace, citizenship and identity, good governance, sustainable development, reduction of poverty and achieving the Millennium Development Goals (MDGs), institutional capacity building , knowledge and informatics and development of scientific research mechanisms).

The total number of the plan’s projects reached (3899), executed by 59.9% as stated in the plan evaluation booklet.

According to the study analysis, the implementation rate is much less than that.

Generally speaking , the analysis pointed out that the monitoring and evaluation standards do not reflect the reality of implementation, provided the projects implemented from outside the plan are more than the projects implemented within which shows a great imbalance in the overall performance of the plan, whereas the study showed that the main reason behind the plan’s weak payoff plan was the administrative weakness and the lack of strategic departments in the federal ministries or the states’ governments.

The study showed the weakness of control, monitoring and evaluation, follow-up and coordination as the General Secretariat for Strategic Planning does not have the powers of monitoring and evaluation during the implementation, but they only receive reports on the implementation of the plans, without verifying the validity of these reports , along with the lack of coordination shown by the study between the Ministry of Finance and the General Secretariat of the National Council for Strategic Planning which appeared clearly in the tripartite program of development which in essence is inconsistent with the five-year strategic plan projects ! !.

Overall, the study showed through analysis of facts that the strategic goals and objectives set for the Strategic Plan Five Year 2007-2011 did not materialize and even increased the rate of inflation and the deterioration of the per capita income and the unemployment rate, besides the decline of the macroeconomic indicators and the higher exchange rate and the increase of the prices of production inputs as the results of the study showed with the non-participation of the private and civil sector in the projects of the plan.

The study's recommendations showed the necessity of the administrative reform to embody in finding a strategy to follow up the implementation of the second five-year strategic plan (2012-2016) while strengthening the role of the General Secretariat of the National Council for Strategic Planning to conduct monitoring and evaluation during implementation and preparing new standards for monitoring and evaluation on the modern universally used basis.

With the need to stick to the plan projects and refraining from the implementation of any projects outside the plan, so that Sudan can through the projects of the strategic plan go beyond the barrier of underdevelopment and walk in the footsteps of the developed countries, God wills.
