The study aims at understand the nature of the U.

S.

foreign policy towards the Palestinian issue over the period 2009- 2012, which represents the first presidential period of the U.

S.

president Barack Obama.

It tries to understand the extent of the compatibility between Obama’s statements and policies towards the Palestinian issue.

It also discusses the U.

S.

role in the Palestinian- Israeli peace negotiations, depending on the system analysis approach which is based on the interactions between the system’s inputs, outputs and the feedback that links them in a dynamic way.

The study concludes that Obama’s policy towards the Palestinian issue is not different from previous U.

S.

administrations; furthermore, he was clearly biased towards Israel in contrast with the expectations that there would have been an essential change in the U.

S.

policy under Obama’s rule, especially after his speech in Cairo and Ankara.

In U.

S.

there are institutions and lobbies that are able to pressurize and influence the president and decision makers.
