The technological revolution in information and communication technology (ICT) has heavily changed the educational models, especially it has added more value to the concept of distance learning, and has made the distance learning as a new trend for further learning models.

In this context, Iraq has geared up towards improving its education system after several years of lagging behind due to economic and political conditions.

This has forced Iraqi universities to embark on distance learning to respond to the growing demand for education and to uphold the slogan ―Education for All‖.

The main scope of this study is to investigate the possibility of adopting the distance learning in the Iraqi universities and develop a hybrid e-learning model to start to implement the distance learning in them.

The proposed model is the outcome of an extensive literature review on distance learning.

Furthermore, the model builds upon an indepth investigation of the current ICT situation for the Iraqi universities by using quantitative research approaches and the results are used to propose a Hybrid E-learning Model (HELM) to implement the distance learning in the Iraqi universities.
