Abstract EN

Human resources development is one of the main elements to achieve success in once career, because of its central role in the refinement of skills and push the cognitive abilities.

It also develops the human skills in the scientific, professional and technical aspects to satisfy the requirements and the needs of the library function.

This study aims to identify the importance of the human element as one of the production factors.

This element can employ his mental and creative abilities through libraries in order to perform better in his professional activities.

Training is considered as a strategic choice for any library especially university ones that are looking to make skillful people that are able to satisfy the work needs concerning the development and changes in the field.

From this comes this study and a survey is conducted through using a questionnaire in the central libraries of the universities of Jijel , Oum El Bouagui and Guelma.( the number of the questioned employees is 77).

This study has adopted a descriptive analytical method that is based on the study of the real life and which is directed by the training administration in Algerian university libraries.

The survey shows some of the results that allow us to make suggestions which show the importance of the training in the university libraries.

This administrative operation is considered as the short way for the professional development and has a big role to achieve new dimensions in the provision of library services quality.
