Abstract EN

This study seeks to answer the following two questions: First: What is the truth about Russian policy toward Muslims of Kazan in the last quarter of the nineteenth century? Second: What are the possibilities that can be provided by the Ottoman Empire to help the Muslims of Kazan, under the banner of the Islamic University, who raised by Sultan Abdul Hamid? This study also aims to achieve two things: First, investigate, study and publish Ottoman's document, did not see the light before, and a new addition to what we published from the former Ottoman's documents .

Second, shed light on the issue has not received adequate attention in the Arab Studies - at least, in past and present - and especially Muslims in Russia and Central Asia who are now receiving increasing attention in the research and study at the global level, because importance of these areas at the international level; politically, economically and to what these areas include from sectarian and ethnic minorities.
