The protection Agreement signed between Britain and Kuwait on January 23, 1899, had great effect on the formation of Kuwait's modern and contemporary history .

The study follows up the period from 1899 to 1921.

It is divided into ة main sections, section 1 is a study of the local and international circumstances that led to the signing of the British ?rotection Agreement and review the internal problems that prevailed in Kuwait after Sheikh Mubarak had taken hold of ™le.

This caused tension in the relations between Sheikh Mubarak and the Ottoman State This will lead us to Know the reasons that led Sheikh Mubarak to seek the British help.

Section 2 explains the purposes which Britain sought to achieve from signing the protection Agreement with Kuwait.

Its.

a؛irats were to protect its interests in the Gulf area and India, making ful؛l use of Kuwait's important situation to achieve those interestes, and hence, excluding all competitve foreign influence .

Section 3 displays the stages of signing the British Protection Agreement with Kuwait.

It shows how Britain made sure that Kuwait independent of the Ottoman state, henee the practical steps for signing the Agreement.

Section 4 sheds light on texts extracted from the British Protection Agreement with kuwait and an evaluation of those texts within the context of local and regional Circumstances .

Section 5 shows the British protection Agreement reflected itself on kuwait's foreign policy, clarifying the ambiguity intended by Britain in phrasing the text concerning Kuwait's foreign policy, and by imposing some restrictions on this policy .

Section 6 expalins how the British Protection Agreement reflected Kuwait's internal policy during Sheikh Mubarak's era.

That policy was changed towards the end of Sheikh Mubarak's reign .

British and Ottoman documentation was completely implemented in following up historical facts contained in this paper.

British documents are the most prominent and important sources.

These include three main sources : 1 - Documents of the India Company , some of them were available in kuwait's Central Library , others at the British documentary houses .

2 - Documents of British Foreign Office, abundantly brought from the London Public Record Office .

3 - Documents of the India Office, obtained from؛ India Office Library in London .

In order to ascertain the historical fact, the paper held comparisons between the British documents and the Ottoman documents .

The latter gave the study a different impression supporting it with new information not dealt with before .
