Abstract EN

The political obligation of the citizen is one of his main obligations towards the state.

Civil obedience represents the essence of this obli- gation.

In two sections, in this paper examines the concept of political obligation; its nature and limits, and analyses its main philosophical basis in western political theory.

The main trends which the study ex- plores include: the religious believes, the theory of social contract, Da- vid Heom, the Marxist thought, the German School, Thomas Hill Green, the Utalitarians, Political Psychology school, the coercive au- thority, the organic theory, Harold laseky and Ghandy.

The wide scope of the study obliges its selective nature.

The paper is one of few Arabic studies discussing this problem.

The research method adopted is mainly analytical, philosophical and comparative.

On conclusion, four main points are stated: Civil obedience is the rule, the state should have a chance to readress its faults, the means of change should be mainly peaceful, adopting violence should be the last resort used only after the failure of peaceful means.
