Abstract EN

This study about Arab Brain - drain has been divided into two chapters.

The first chapter entitled " The present reality of Arab brain - drainage in the framework of international movement of Arab labour " .

In this chapter we dealt with two topics.

First is the background of the Arab general emmigration to Europe and United states of America .

The second is the emmigration of effeciencies and brain drain .

This second topic has been dealt with in detail embracing the studied phenomena as for Western Europe and United States.

The percentage of Arab effeciencies working in Western Europe could be estimated approximately by nearly 5.0 , thus constituting very small portion of the general Arab emmigration to Europe .

The emmigration of effeciencies to the United States is contrastedly and relatively very high , through empirical data is not sufficiently collected .

But there is a reasonable effort in Egypt for estimating the strict volume of effeciency emmigration , amounted to about 1500 persons in the early ninties .

The second chapter ©fthe study dealt with the policies adopted towards the problem .

There have been two topics to be studied here .

First the experiences available , from East Asia and from Egypt through " TOKTEN " project, that is , " Transfer of Knowledge Through Expatriate Nationals ٠' .

The second topic is the present state of the Arab decision - making process about the problem , as well as introducing some proposals for better public behavior .

The most important of these is building orderly -operating and well- established channels between the two sides: emmigrants and their Arab Home - Land, especially through the effective role of the '٠ Arab League " .
