To examine this phenomenon the researcher divides the study into four major parts: 1 - The ?alestinian institutions - Jerusalem the eapital.

2 - The development of Zionist institutions - an attempt to ereate a capital.

3 - Models and tools of conflict.

4 - The political settlement and its effect on the institutional conflict.

After covering each point in great detail the author concludes that although theinstitutionalconflictinJerusalemisrelativelyold,dating back to the beginning of the Zionist settlement program, there still remains a great chance in increasing the Palestinian institutional presence in Jerusalem although a few obstacles resides such as their need for monetary funds.
