Abstract EN

Following the developments in the field of international law concerning the recognition of international organizations – of which the United Nations is the most prominent example of an international legal personality – and the increasing roles these organizations play, it is probable that these organizations will commit illegitimate behaviors, necessitating conducting research on their responsibility.

This has spurred on the International Law Commission to make greater long-term efforts in this field, resulting in the preparation in 2011 of a bill on international organizations’ responsibility for their illegitimate acts.

Although it has not been yet entered into an obligatory international agreement, this bill is an important step towards building a theory of responsibility for international organizations.

Moreover, most of its provisions are derived from general rules and international legal principles, which are the basis of any case not addressed by private regulations.

Despite the importance of the above mentioned, it is even more important to enforce the proved responsibility of an international organization in the light of the challenges imposed by the current state of affairs the study tries to demonstrate this based on the assumption of the international responsibility of the United Nations, which gives rise to the problem of determining its legal consequences and how to activate such responsibility.
