Abstract AR
يحاول هذا المقال بحث موضوع الدبلوماسية غير الحكومية كآلية للتمثيل و الاتصال و التفاوض بين الدول و باقي الفـاعلين الدوليين بما فيهم غير الحكوميين حول كل ما يخص الشؤون الدولية، هذا المفهوم الناتج عن تحول الدبلوماسية اليوم من مفهومها الكلاسيكي المرتبط بالوظائف الأساسية للبعثات الدبلوماسية التقليدية و الأشخاص القائمين عليها، إلى مفهـوم جديـد يأخـذ بعـين الاعتبار جميع المؤثرين على الساحة الدولية بما في ذلك الفاعلين غير الحكوميين.
و كغيره من المفاهيم الجديدة لاقى هذا المفهـوم العديد من الانتقادات التي لم تحل دون تحقيق هذا الشكل الجديد لإنجازات و نجاحات كثيرة على الصعيد الدولي لاسيما في مجـال تبني و تكريس عدة نصوص قانونية تحكم و تنظم جوانب هامة في الحياة الدولية.
Abstract EN
This article attempts to discuss the non-governmental diplomacy as a mechanism of representation, communication and negotiation between the State and the rest of the international actors, including the non-governmental actors about the international affairs, This new concept resulting from diplomacy shift today from the classic concept associated with the basic functions of traditional diplomatic missions and persons engaged in it, a new concept that takes into account all influential in the international arena, including non-state actors.
And Like other new concepts met this concept many of the criticisms that did not prevent the achievement of this new form of the many achievements and successes on the international level, especially in the field of adoption and to devote several legal provisions to control and regulate important aspects of international life.

Cet article est un essai de recherche qui a pour objet la diplomatie non-gouvernementale comme un mécanisme de représentation, de communication et de négociation entre l'État et le reste des acteurs internationaux, gouvernementaux et les non-gouvernementaux à propos de tout ce qui concerne les affaires internationales surtout, ce nouveau concept résultant de la transformation du concept classique de la diplomatie qui est lié dans son sens à la fonction principale des missions diplomatique vers un nouveau concept qui prend en compte tous les acteurs qui ont de l’influence sur la scène internationale, y compris les acteurs non gouvernementaux .
Et comme chaque nouveau concept il a rencontré plusieurs critiques mais qui ne peuvent nier l’efficacité de la diplomatie avec ce nouveau concept après ces nombreuses réalisations et ces succès sur le plan international, en particulier l'adoption et la consécration de plusieurs dispositions juridiques qui a pour but le contrôle et la réglementation les aspects importants de la vie internationale
