This study aims to set out the mechanisms and tools used to determine the need of the employees of the Saudi public sector to join the programs conducted by the Institute of Public Administration.
Social survey method has been applied to the study that used a questionnaire as a tool for data collection.
510 questionnaires have been randomly distributed to a sample of public employees from 51 agency.
Only 298 have been returned.
Data were analyzed using frequencies, percentages, averages, standard deviations, and T-test for a single sample.
The study found a set of conclusions regarding the mechanisms used to determine the training needs of employees.
Among such needs comes the employee’s tendency to join a program that appeals to him without sharing this choice with his director.
As a result, the study spotted a delinquency in using the tools to determine the training needs proposed in the theoretical framework of the government agencies.
The study provided a number of recommendations including the need to redraft training regulations so as to place more emphasis on training, identification of training needs at all levels (organizational, functional and individual) and participation of all officials in the organization.
