English Abstract

This study emphasizes the role of the legal criteria, as a substantial element, in selecting administrative leaders who act in accordance with a well-established legal system that determines their powers and authority.

The study also shows how the behaviors and decisions of the administrative leaders are governed by a strict legal system.

It introduces the criteria for choosing administrative leaders for Saudi government agencies.

However, the employees have been mistakenly led to believe that the higher administration has a free hand in the selection process.

These mistaken beliefs and doubts are completely dispelled in this study which tackles the legal aspects set out for the selection of administrative leaders.
