Abstract EN

This study is devoted to the legal Basic Standards for the peaceful use of nuclear energy in Yemen.

Everybody knows that Yemen historical Development of Legal Rules in the Area of Nuclear energy is unknown to the readers, and how would be the case of others?, Although, the use of this energy in several places such as worker companies in Yemen in the area of Oil and Gas, hospital, factories, agriculture and in an entry air and land borders.

The knowledge absence of the legal regime in the organizing use of nuclear energy area in Yemen leads to increase the percentage of radiation exposure risks.

If we study this phenomenon in the society, we would know that the rules which regulate this activity is unknown to a lot of individuals as result of all types of State Body information doesn’t play any role in the dissemination of this knowledge, in addition to the absence of the Scientific research and studies role.

The regulations in the area of Nuclear energy in Yemen through the past period have established the fundamentals, which an independent nuclear energy law may be hold on and this because of issuing number of decries which contributed in the existence of the basic element of legislations and institution sponsor in Yemen that law may bring out to existence, but the legislator doesn’t adopt it and put it in a Framework Law, but stayed in the framework of the decree with the power of the law or regulation organization.

This is not enough because we need to issue a law that organizing this area under the legal rule formation which stipulate that (No Crime and no punishment without Law), it means that the culprit would not be punished for the inexistence of penalty, unless with the general stipulations of the Crime and Punishment Law.
